The first phase covers 19 districts, including Sonitpur, Biswanath, Dhemaji, Lakhimpur, Tinsukia, Dibrugarh, Sivasagar, Charaideo, Jorhat, Majuli, Golaghat, Cachar, Hailakandi, and Sribhumi.
