Tripartite partners commit to uphold Freedom of Association

Tripartite representatives from the labor, employer, and government sectors expressed their commitment and support in advancing the Joint Memorandum Order No. 1, or the Omnibus Guidelines in the Exercise of Freedom of Association and Civil Liberties.

The Omnibus Guidelines streamline stakeholder functions and responsibilities to better implement strategies for promoting labor and employment education, maintaining peace and order, prosecuting cases, and protecting national sovereignty and integrity.
Department of Labor and Employment (DOLE) Secretary Bienvenido E. Laguesma underscored that the document is a reaffirmation of the government's strong commitment to upholding the principles mandated by the International Labour Organization (ILO) Convention 87, which guarantees freedom of association and the right to organize, as well as ILO Convention 98 upholding the right to collective bargaining.
He added that the Omnibus Guidelines is a major deliverable in the Tripartite Roadmap on Freedom of Association, which aims to address the persistent issues raised against the Philippine government concerning the application of ILO Convention 87.
