By incorporating these dimensions into policy, the state acknowledges that deprivation is not singular; it is layered and interconnected.
At the same time, this approach raises important questions about balance.
An active state must also remain an efficient one. Expanding welfare commitments requires not only financial resources, but administrative discipline and institutional capacity. The challenge, therefore, lies in ensuring that the pursuit of equity does not compromise the efficiency of delivery or the sustainability of public finances.
