What distinguishes the current model is the scale at which this idea is being operationalised.

The guarantee schemes move beyond targeted subsidies or fragmented interventions. In doing so, they implicitly redefine what constitutes essential support in a modern economy. This redefinition is significant because it expands the idea of entitlement.

Access to food is no longer the only marker of welfare. The ability to travel safely, to manage household expenses, to sustain oneself during periods of unemployment - these are increasingly seen as integral to a dignified life. By incorporating these dimensions into policy, the state acknowledges that deprivation is not singular; it is layered and interconnected.

At the same time, this approach raises important questions about balance.

An active state must also remain an efficient one. Expanding welfare commitments requires not only financial resources, but administrative discipline and institutional capacity. The challenge, therefore, lies in ensuring that the pursuit of equity does not compromise the efficiency of delivery or the sustainability of public finances.
