Rosneft-backed Nayara Energy Cuts Refinery Output After EU Sanctions

July 30, 2025

NAYARA ENERGY, a Rosneft-backed Indian refinery, has reduced operations at its 400,000-barrel-per-day (bpd) facility following the announcement of new European Union sanctions on Russian crude oil.

- RAKESH KUMAR @ New Delhi

The report, citing industry sources, said Nayara is currently operating the refinery at 70% to 80% of capacity, down from over 100% in each of the three months through June 2025. The operational cutback follows the EU's July 18, 2025, announcement of a fresh sanctions package targeting Russia. The measures include a reduced price cap on Russian crude and the unprecedented imposition of sanctions on Nayara Energy, marking the first instance of the EU sanctioning an Indian entity in connection with the Russia-Ukraine conflict
