The state's scheme or policy for waste management is a hybrid one that optimally integrates decentralised and centralised facilities.

This is enshrined in the State's Policy for solid waste management (SWM) adopted in 2018.
ULBs in the state are delivering a slew of services to the citizens and those responsible for the development and maintenance of public infrastructure. They face a critical shortage of competent manpower to plan, develop and monitor facilities particularly in the SWM sector.
According to the project, all ULBs are eligible for funds commensurate to their population as basic and incentive grants. Incentive grants form 60% of the total funds. Additionally, a team is dedicated to each district to monitor the technical, financial, social, environmental and project management activities of the ULBs. The projects include the purchase of equipment for non-biodegradable material management like conveyors, shredders, bailing machines, weighing machines, vehicles for collection and transportation, CCTVs, personal protection equipment, etc. It also covers the maintenance and development of MCFs, windrow composting units, RDF plants & compressed biogas plants.
The state has already completed bio-mining and bioremediation projects through the ULBs at Kureeppuzha in Kollam, and Laloor in Thrissur. The work of the major one at Brahmapuram in Ernakulam is fastly progressing. The project is to clear huge dumpsites of the mixed waste dumped over the years.
