Govt Set To Delay File Movement To Speed Up Decision-Making

The state government has decided to introduce a 'delayering' system to cut down on the time of movement of files before they reach the decision-making authority of a department like secretary, chief secretary, a minister and the chief minister.

The issue was discussed at the all-secretaries meeting presided by chief secretary Manoj Kumar Ahuja at the Lok Seva Bhawan here. Generally, a file passes through six to seven layers before it reaches the departmental secretary or a principal secretary for a decision.

The file moves from assistant section officer (ASO) to a secretary through the section officer (SO), desk officer, under secretary, deputy secretary, additional secretary and then secretary. This movement itself takes at least a week, even if the matter is urgent.
