Peace proposal comes at an especially bad time for Kyiv

We've been here before: the Trump administration announces a roadmap for peace in Ukraine that seems to be dramatically skewed toward Moscow's demands; Volodymyr Zelenskyy gets on the phone to alarmed European allies; they quickly call Donald Trump to tell him the idea is unworkable; the plan quietly dies. Rinse and repeat.
This time it feels a bit different, however. Reports yesterday suggested the US had threatened it could withdraw intelligence sharing and other crucial support if Ukraine did not sign.
The timing is particularly bad for Kyiv: the war's fourth winter is shaping up to be its most difficult, with an acute power shortage caused by Russian attacks. Morale is flagging, people are exhausted and Zelenskyy's inner circle is embroiled in a corruption scandal.
