Villages received customized solutions such as vocational training in Guizhou, e-commerce hubs in Jiangsu, and relocation support in Xizang. Over one million cadres were assigned to villages to diagnose local needs and implement customized solutions. The CPC's approach emphasized "leaving no one behind," empowering farmers as decision-makers and beneficiaries of growth.
