“Ang unang pangutana siguro’ng angay nato’ng tubagon is angayan ba? Before we could even talk about pila” said Soco

Soco said the PB still needs to thoroughly examine the proposal. “As a matter of procedure, the proposed compromise settlement will be carefully reviewed by the Provincial Board,” he said.
Soco also said that members of the Board were not consulted before the submission of the compromise proposal. “First of all, we were not privy to any discussions before the submission of the proposed compromise settlement to the SP,” he said.
He said it would have been preferable if the Board had been consulted beforehand or given an explanation regarding the circumstances that led to the proposed settlement. “It was better if the Board had been consulted or a dialogue or an explanation of how things could finally reach the proposed compromise settlement,” said the vice governor.
TIMELINE
The proposal, which originated from the Office of Governor Pamela Baricuatro, was formally endorsed to the Provincial Board on January 26, 2026.
Soco said the proposal was first referred to the Committee on Laws and Ordinances and calendared during the regular session on February 23, before being subsequently referred to the Committee on Ways and Means.
The vice governor said it was later decided that the matter would be taken up through a joint committee discussion involving both committees.
