Reso authoritzing mayor to sign MOA for P20-rice sale deferred

For two consecutive weeks, the resolution authorizing Cebu City Mayor Nestor Archival Sr. to sign the Memorandum of Agreement (MOA) with Food Terminal Incorporated (FTI) for the rollout of P20-per-kilo rice has been deferred due to technical issues with the attached documents.

Councilor Pastor “Jun” Alcover, in the recent regular session, refiled the resolution, which was placed under the item of completion-of-unfinished-business during the previous session.
Alcover said he refiled the resolution, with supporting documents, such as the board resolution from FTI, as agreed upon during the previous session.
However, during the discussion, Councilor Sisinio Andales expressed that upon perusal of the MOA, it attaches documents labeled as Annexes A to D, respectively. “But I cannot find any of the annexes in the MOA,” he said.
Andales further pointed out that, under the order requirements, it only outlined the “quantity” and not the “quality.” He added that it is deemed necessary because the other provisions of the MOA mandated the specification of both parts.
Andales also sought clarification on how long it would take if the city government orders sacks of rice from FTI, highlighting the need to include such in the MOA.
“Because it seems like there are several requirements, and how many weeks or months, it will take us to comply with these requirements,” said Andales.
