The Cebu Provincial Government has formally taken steps to institutionalize animal welfare, rabies control, and marine conservation through the issuance of Executive Order (EO) No. 59, Series of 2025, signed by Governor Pamela S. Baricuatro.

The executive order establishes the Provincial Animal Welfare Council (PAWC), which will serve as the main policy-making, coordinating, and monitoring body for animal welfare, wildlife protection, and marine life conservation initiatives across the province.

EO No. 59 was signed on October 8, 2025, and took effect immediately upon approval, signaling the province's intent to strengthen humane animal management and environmental protection programs.

Under the order, the PAWC is mandated to ensure compliance with national laws such as the Animal Welfare Act, the Anti-Rabies Act of 2007, and the Wildlife Resources Conservation and Protection Act.

Baricuatro will chair PAWC, with the Provincial Veterinary Office (PVO) serving as vice-chairperson and secretariat.

Among the council members are the Provincial Environment and Natural Resources Office, Provincial Agriculture Office, the chairperson of the SP Committee on Agriculture, representatives from the League of Municipalities of the Philippines-Cebu Chapter, and agriculture and veterinary offices of all component LGUs.

National agencies such as the Department of Agriculture, Bureau of Fisheries and Aquatic Resources, and the Department of Environment and Natural Resources are also included, alongside recognized animal welfare organizations and a representative from a veterinary college.
