P90 million project lacks consultation

"This is a road project integrated with a flood control feature, which began in 2021," Madronio explained.

"We need flood control first before we embank the soils for the road for the final stage," he added.

Councilor Harry Eran urged that affected residents be clearly identified, while Councilor Mikel Rama reminded that under the Local Government Code, national projects must first secure council approval after proper consultations.

Madronio said the project is part of the Cebu Development Master Plan and must have previously undergone consultations. Of the P90 million budget, he added, only P20 million was set aside for lot acquisition-an amount he admitted may be insufficient.
