However, Durano noted that the provincial treasury still holds approximately P5 billion in unused cash. A large portion of this amount, he clarified, is locked in Trust Funds, including the Special Education Fund (SEF), which are earmarked for specific, restricted purposes.

Of the total, roughly P2 billion belongs to the General Fund, which can be added to the P2.1 billion left in the current budget to support the province’s spending needs.

"Roughly, we have about 4 billion until the end of the year," he explained.

Aside from the remaining cash, the Capitol is also weighed down by P450 million in payables, which Governor Baricuatro has ordered reviewed to verify their legitimacy.

In light of these financial obligations, Baricuatro and her team reassessed the province’s actual income capacity and deemed the previously approved P25-billion budget unrealistic.
