FOR LGBTQIA+ COMMUNITY NACC expands adoption opportunities

The National Authority for Child Care (NACC) has widened opportunities for qualified members of the LGBTQIA+ community to serve as foster and adoptive parents, as it recognized their capacity to provide safe, stable, and nurturing homes for children in need.

As of May 2026, the agency has approved 19 LGBTQIA+ Prospective Adoptive Parents (PAPs), with eight already granted Orders of Adoption. The initiative forms part of NACC’s broader effort to strengthen legal adoption and alternative child care programs under this year’s theme, “Love Makes a Family.”

Speaking at the Adoption and Alternative Child Care Week (AACCW) press conference on June 9, NACC Undersecretary Maria Gabriela Concepcion underscored the deeper meaning of adoption and foster care.

“Love is expressed in many ways, through words, time, acts of service, gifts, and physical presence. But beyond these, choosing to go through legal adoption and foster care is also an expression of love. It is not only a legal process of building a family. It is a conscious decision to give a child safety, stability, and a permanent sense of belonging,” said Concepcion.
