Families in Mandaue to receive food packs

For the first time in Mandaue City’s history, the city government will distribute the “Gugma sa Pasko” package --a Christmas food pack for Mandauehanons.

Mayor Thadeo Jovito “Jonkie” Ouano, in a press conference yesterday, December 9, announced that the city is launching the initiative, making it the first of its kind in Cebu as well.
At least 86,000 households will receive the food packs from December 14 to 19, 2025, based on the Community-Based Monitoring System (CBMS) conducted in 2023.
Ouano said residents who were not included in the 2023 census will undergo validation so they, too, can receive the Noche Buena pack.
He explained that the validation process will take time, which is why the city and the 27 barangay officials agreed to distribute one pack per house for those not included in the CBMS, regardless of the number of households or families in that residence.
The city has ordered 100,000 food packs.
Ouano said the Philippine Statistics Authority (PSA) recorded around 100,000 households in Mandaue City, while the city’s 2023 local census recorded 86,000 households, which will serve as the basis for coupon distribution.
