CSC orders reinstatement of Toledo City treasurer

The Civil Service CommissionNational Capital Region has ruled in favor of Toledo City treasurer Leonardo Rivera Jr., ordering his return to his original post after declaring his extended detail to the Bureau of Local Government Finance (BLGF)-7 invalid.

In a decision promulgated last October 8, CSC director Victoria Esber granted Rivera’s appeal, citing a violation of the rules governing the period of detail without consent under the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA).

“WHEREFORE, the Appeal of Leonardo A. Rivera, Jr., City Treasurer, Office of the City Treasurer of Toledo City, Department of Finance, is hereby granted,” the decision read.

“In view of the expiration of his one year detail from the Office of the Treasurer of Toledo City to BLGF RO No. VII, Cebu City, pursuant to DPO No. 048-2024 on 10 January 2025, he is thus, restored to the Office of the Treasurer of Toledo City and the subsequent extension of his detail pursuant to DPO No. 082-2025 dated 10 January 2025 is thus, considered a violation of Section 13(b)(1) of the 2017 ORAOHRA, as amended,” it further read.
