COVID complex now rehab center for substance abuse

From serving as a quarantine and isolation facility during the height of the COVID-19 pandemic, the New Normal Oasis for Adaptation and a Home (NOAH) Complex at the South Road Properties has now been repurposed into a center of hope and rehabilitation to be known as the Balay Silangan Reformation Center.

The Cebu City Government formally inaugurated and blessed the facility the other day, marking anew chapter in the city’s campaign for drug rehabilitation and community reintegration, according to a report from the City Public Information Office (PIO).

The inauguration was highlighted by the signing of a Memorandum of Agreement and a Manifesto of Commitment between Cebu City and the Philippine Drug Enforcement Agency (PDEA), cementing inter-agency collaboration forthe operations of the Balay Silangan Program.

It was stated that Balay Silangan, a national initiative of PDEA, is designed to provide community-based rehabilitation, values formation, skills training, and livelihood preparation for drug reformists.
