CH hires over 200 add'l employees

Amid the freeze hiring of job-order (JO) employees, the Human Resource Development Office (HRDO) of Cebu City Hall has hired over 200 additional casual employees appointed under the new administration.

In an interview, HRDO Chief Henry Tomalabcad said that as of July 22, 2025, there were already 2,400 casual employees, with 2,150 of them whose contracts were renewed, even as they are implementing a freeze hiring for JO employees.

He said his office is waiting for the appointment order of the city mayor, which included attachments of a project proposal for manpower.

Tomalabcad said the department heads only needed to submit these documents to them along with the mayor’s approval.

As of July 22, no JO employees have been hired at City Hall. He said that the discretion of determining new hires was given to the Office of the Mayor.

“Walay department heads nga nagpasulod og new,” said Tomalabcad.

Tomalabcad further said they are also observing the “No Work, No Pay” policy of the mayor, which stemmed from guidelines stating that those who do not have an appointment will not be allowed to render service; thus, those who work without an appointment will not be entitled to any wages.
