The Cebu City Council opens its inaugural session today amid uncertainty over which party will secure the majority bloc, following weeks of speculation and quiet political maneuvering since the midterm elections.
Despite the city's top executive positions being won by Bando Osmeña-Pundok Kauswagan (BOPK) membersMayor Nestor Archival and Vice Mayor Tomas Osmeña-there is no clear assurance of a council majority.
Talks have surfaced of a renewed alliance between Partido BARUG, led by former mayor Michael Rama, and Partido KUSUG, headed by former mayor Raymond Alvin Garcia.
This raises the possibility that BOPK could remain in the minority in the legislative body, even after sweeping the executive posts. However, Mayor Archival sees no problem with this political dynamic.
According to him, the participation of incoming councilors, regardless of party, already reflects a positive shift.
