The Cebu City Charter
Cebu has two key Charter Day celebrations in the Cebu City Charter Day celebrated on February 24, and the Cebu Province Charter Day observed on August 6, which commemorates the province's founding in 1569.
Cebu City was chartered as a city on February 24, 1937, via Commonwealth Act No. 58, which marked its transition from a municipality to a city.
The charter was authored by Vicente Rama, and was formalized by then-Secretary of Interior Elpidio Quirino, who represented President Manuel Quezon.
Alfredo Jacinto was appointed the first city mayor. He was the provincial treasurer of the municipality of Cebu before his appointment to the position. He served as mayor from 1937 to 1938.
