U.N. climate talks close to deal on disaster fund

Negotiators say they have struck a _ potential breakthrough deal on the thorniest issue of the United Nations climate talks in Egypt: the creation of a fund to compensate poor nations that are victims of extreme weather worsened by the carbon emissions of rich countries.
