New rules framework for temple land transfers

Tamil Nadu has issued a detailed regulatory framework governing the transfer of immovable properties owned by religious institutions, marking one of the most extensive revisions to temple land administration in the State.

The move follows the government’s decision to notify the Alienation of Immovable Property of the Religious Institutions Rules, 2025, which establish procedures and safeguards for any sale, lease, exchange or mortgage of assets managed by the Hindu Religious and Charitable Endowments department.

The disclosure was made before a special Division Bench of Justices R. Suresh Kumar and S. Sounthar, constituted to hear matters concerning temples and their administration. Special Government Pleader N. R. R. Arun Natarajan informed the court that the rules were formally notified through a Government Order dated 1 December 2025, paving the way for publication in the official gazette.

His submission came during the hearing of cases examining the handling and use of temple lands, an issue that has drawn judicial scrutiny and public attention amid broader debates on transparency and the protection of religious assets.
