Less than six out of ten pet dogs in Chennai have been formally licensed despite repeated deadline extensions and a prolonged outreach campaign by the Greater Chennai Corporation, underscoring enforcement gaps in a system meant to curb abandonment and improve animal welfare.

Civic officials say about 54% of pet dogs have been licensed so far, even though nearly 1.05 lakh dogs are registered on the corporation's online portal.
