Second phase of SIR begins across 12 States and UTs

The second phase of the Special Intensive Revision (SIR) of electoral rolls commenced on Tuesday across 12 States and Union Territories, with Booth Level Officers (BLOs) distributing enumeration forms door-to-door as part of the Election Commission of India's (ECI) voter verification exercise.
According to the ECI's press note dated 4 November 2025, the second phase follows the successful completion of the first phase in Bihar and will now cover nearly 51 crore electors across nine States— Chhattisgarh, Goa, Gujarat, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal—and three Union Territories-Andaman and Nicobar Islands, Lakshadweep, and Puducherry. The exercise spans 321 districts and 1,843 Assembly constituencies.
The enumeration period began on 4 November and will continue until 4 December 2025. Every elector listed on the rolls as of 27 October 2025 in the designated States and UTs will receive a unique Enumeration Form (EF), partially pre-filled with their details. The ECI confirmed that the distribution of EFs has already begun across all 12 regions and 100 per cent of forms have been printed.
