The 2001 Policy and the IPL Era: The National Sports Policy 2001, enacted during Atal Bihari Vajpayee's tenure, aimed to balance mass participation with excellence. Yet execution faltered, with bureaucratic overlap, minimal state accountability, and sporting federations plagued by infighting.
Simultaneously, cricket soared to astronomical heights. The launch of the IPL in 2008 made cricket a $10 billion behemoth, leaving Olympic and traditional sports sidelined. Cricket's governance by the BCCI, which operates outside of government purview, only widened this gap.
