SCOTLAND still has the worst drug deaths rate in Europe - chiefly from lethal street heroin.

Yet as we reveal today, dealers caught pushing the deadly drug are sometimes met with a mere fine with the average penalty under £500.
To many that will just seem wrong.
It’s clear our courts have to take a balanced approach on drug offences. Our jails are already full to bursting and police are under-resourced.
