Despite significant progress in counter-terror operations in recent years, recent incidents suggest that sleeper cells, overground workers (OGWs), and cross-border handlers are still active and must be dealt with urgently and decisively. In the last few weeks, there has been a noticeable uptick in intelligence inputs regarding attempts to revive militant activities, particularly in south Kashmir and border districts like Rajouri and Poonch. Arms drops via drones from across the border, increased terror financing through Hawala channels, and the exploitation of social media for radicalisation are worrying trends that cannot be ignored.
