The City of Philadelphia, through the Office of Transportation and Infrastructure Systems (OTIS) and Vision Zero Philadelphia, released the Vision Zero Action Plan 2030.

This report is part of the commitment made by Mayor Cherelle L. Parker in her March 2024 executive order, which aims to eliminate all traffic deaths on Philadelphia streets. In addition to the full report, an online version of the plan is available for mobile viewing.“This plan is created by and for the people of Philadelphia,” said Mayor Cherelle L. Parker. “The voices of nearly 3,000 Philadelphians are reflected in this document, which will guide my administration’s efforts to make Philadelphia safe, clean, and green, with economic opportunities for all.”

The Action Plan highlights that fatal crashes in 2024 continued to exceed pre-2020 levels. It calls for improvements to the High Injury Network (HIN), which comprises 12 percent of Philadelphia streets that account for 80 percent of all traffic deaths and serious injuries. Alongside the Action Plan, an updated HIN has been released, based on crash data from 2019 to 2023, rather than the previous data from 2014 to 2018.

The increase in traffic deaths since 2020 has disproportionately affected people traveling by foot, bike, or motorcycle, who lack vehicle protection. In 2024, less than 10 percent of all crashes involved pedestrians, cyclists, or motorcyclists, yet these groups represented nearly two-thirds of fatalities that year.
