DPWH personnel tampering with flood control project records - ICI

Department of Public Works and Highways (DPWH) personnel are allegedly destroying and tampering with official documents linked to anomalous flood control projects, Independent Commission for Infrastructure (ICI) Chairman retired Supreme Court (SC) Justice Andres Reyes revealed on Monday, Sept. 22.

Such acts constitute not only a blatant obstruction of the ongoing probe but also a direct assault to the public's right to transparency and accountability, Reyes said, stressing that the ICI strongly condemns the reports of widespread destruction and tampering of the official documents.

Senator Panfilo "Ping" Lacson, chairman of the Senate Blue Ribbon Committee that is also investigating in aid of legislation the controversy, said in an interview with reporters that such acts seem to betray the agency's guilt.

"That's criminal... When you destroy, you're destroying the records so that their shenanigans can't be traced," he said.
