JUSTICE Secretary Angela Constance breached ethics rules on the grooming gangs scandal - but she will not quit.

Constance opposed a Tory amendment for research into gangs by claiming expert Professor Alexis shared her view that there should be no more inquiries.

The Scottish Government has not backed an inquiry into gangs, unlike south of the border.
