Two-thirds of those raising prices in the coming year cited the 2% hit on their income from April 2027.
The new levy was among tax hikes announced at November's Budget as Rachel Reeves increased the size of her headroom to just under £22billion.
It is projected to raise around £500m by 2030.
Pensions minister Torsten Bell advocated for the property income tax when he was the chief executive of the Resolution Foundation.
