City's electricity Lifeline tariff is plagued with problems

IN THE City of Cape Town's 2025/2026 draft budget, the Lifeline electricity tariff extended to the supposedly impoverished ratepayers is seemingly plagued with deceit.

To qualify for Cape Town's Lifeline electricity tariff, a household must (a) use less than 450 kWh per month on average over 12 months and (b) have a property valued under R500,000.

If your property is revalued above this threshold - even if your income remains unchanged - you are excluded from Lifeline and pushed onto more expensive tariffs.
