Children's home refusal is quashed by inspector

In September last year Hynd burn Council's planning com mittee overturned an officer's recommendation to approve the application to turn 463 Whalley Road, Clayton-le-Moors, into a care home for two youngsters.

Councillors rejected the application by Kenneth Tomkms of Jigsaw Children’s Homes Ltd on the grounds of the impact on neighbourhood amenity, increased need for parking and the overdevelopment of the site.

The decision followed the receipt of eight objections from nearby residents and one from Clayton-le-Moors Cllr Melissa Fisher. Mr Tomkins and Jigsaw Children’s Homes Ltd appealed the decision and earlier this month a government planning inspector quashed the decision and allowed the conversion to go ahead with four conditions.

It ended a long saga over the firm's proposals for the house dating back to February 2024.
