Having pioneered sweeping reforms to honour the services and sacrifices of armed forces personnel, veterans, and martyrs' families, Haryana has emerged as a national leader in soldier welfare. Providing for ₹1 crore Gratitude Grant, compassionate jobs, scholarships, housing, and veteran-focused infrastructure, the policies of the state government reflect a deep and institutionalised commitment to those who safeguard the nation. With ₹13,540 crore earmarked in the 2025-26 Budget, Haryana's vision blends recognition, respect, and social security for its military community.
In recent years, the state has made significant progress in strengthening welfare measures for serving soldiers, veterans, and the families of martyrs. Recognising the profound sacrifices made by those in uniform, the state government is overhauling the policy framework to enhance financial assistance, expand institutional support, and launch dedicated schemes to ensure dignity, security, and meaningful opportunities for those who safeguard the nation.
Institutionalising Soldier Welfare
The state has recently established a dedicated Soldier and Ex-Servicemen Welfare Department, tasked exclusively with coordinating welfare of the military, paramilitary, ex-servicemen and their families. This institutional platform ensures that policies are designed, implemented, and overseen within a focused governance framework.
