What India's Semiconductor Design Ecosystem Needs Today

There is clear policy intent, capital is being deployed, and manufacturing plans are taking shape. At the same time, design activity is increasing, with more startups entering the space. However, the key question is whether this will translate into sustainable semiconductor companies.

India does not lack chip design talent. We already have a large engineering base working on semiconductor design, but most of that capability serves global firms. What India lacks is a strong ecosystem of domestic product companies that can build IP, own products, and generate sustained demand. Without that shift, India risks becoming a job-work destination where global players own the IP while local capacity remains outsourced execution.

The design-to-market gap

One of the structural challenges for Indian chip startups is how they approach product development. Typically, startups pick a product they are confident of designing and spend four to five years building it. During this period, customer engagement is limited because OEMs are hesitant to commit time and resources to an unproven player. By the time the product is ready, it is usually positioned as a replacement for an existing solution.

At that stage, it becomes a price-driven decision. Unless there is a clear cost advantage, customers are unlikely to switch. Even when they do, volume ramp-up takes time because trust has to be built. This creates a chicken-and-egg situation. Startups need customers to scale, but customers expect proof before engaging.

A more practical approach is to focus on well-understood, high-volume segments where adoption barriers are lower and go-to-market cycles are shorter.
