In recent years, several high-profile offenders have stayed in their cells to dodge hearing a victim's impact statement often from emotional victims and relatives.
New guidance states "defendants who refuse to leave their cells for court hearings could be compelled to attend in handcuffs if necessary"! Prosecuting lawyers should consider whether a defendant should be forced to attend both for victims' welfare and to make the justice process run more smoothly.
Jonathan Storer, from the Crime Prosecution Service, said: "For many victims, having their impact statement read in court in front of the defendant is an issue of huge significance.
"For them to be denied this opportunity can be very upsetting." Last year, Emma Tustin, 32, refused to leave her cell to be sentenced for killing stepson Arthur Labinjo-Hughes, six.
Teacher Sabina Nessa's killer Koci Selamaj, 36, did the same earlier this year.
