Sara answers 'recycled' impeach raps 'with caution'

VICE President Sara Duterte on Monday filed her answer to the two impeachment complaints filed against her at the House of Representatives, beating the prescribed period of 10 days to reply to the allegations, which she called "recycled.
The Vice President, through her legal counsels, filed a "Consolidated Answer Ad Cautelam (with caution)" before the House Committee on Justice at 4:30 p.m., according to Rep. Terry Ridon (PL, Bicol Saro), a member of the justice panel.
The Vice President is facing a complaint filed by a group of priests, nurses and lawyers led by Fr. Joel Saballa and endorsed by Rep. Leila de Lima (PL, ML) last February 9, and another one filed by lawyer Nathaniel Cabrera last February 18, which was endorsed by Deputy Speaker Paolo Ortega V and Manila Rep. Bienvenido Abante Jr.
Duterte’s 15-page answer said the pending complaints against her are "no different from the 2025 Articles of Impeachment filed against respondent before the Senate and declared void ab initio by the Supreme Court in Duterte vs the House of Representatives."
The answer, however, did not point out that the SC's decision did not rule on the merits of the complaint but merely on the technicalities of the timeline of filing the impeachment complaints in light of the constitutional one-year bar rule against the filing of a complaint against the same official within the same year.
The Vice President's reply said the recycled allegations in the complaints are the same as the nullified 2025 complaint, "including conjectures, speculations and conclusions of fact and law, which do not constitute ultimate facts." "Absent any statement of ultimate facts in any of these impeachment complaints, there is nothing for respondent to answer. Respondent thus only admits averments therein insofar as they allege her election, assumption to the Office of the Vice President, appointment as secretary of education and her prior offices as mayor and vice mayor (of Davao City)," it said.
