Five major orientations for national development, 2026-2031

The resolutions confirmed the appointments of Vietnam's top leaders for the next five years
First is building a modern and facilitating government in service of people. The government will place prime priority on synchronous institutional development and perfection; drastically reviewing and synchronously amending legal regulations, minimising administrative procedures; and completely removing impediments to unlock all social resources.
Second is to step up determination and maximum efforts to manage the economy to achieve high and sustainable growth rates. The goal of average annual GDP growth of over 10 per cent in the period 2026-2031 is an imperative to realise the country's strategic goals.
The government identifies science and technology, innovation, and national digital transformation as the top breakthrough, the main driving force for rapidly developing modern production forces, improving productivity, competitiveness, strategic autonomy, and creating new growth momentum.
Third is ensuring the effective operation of the organisational apparatus under the new model. Efforts will continue to accelerate decentralisation and empowerment in tandem with the rational allocation of resources. Capacity-building for officials will be enhanced, particularly at commune, ward, and special administrative unit levels, with 2026 designated as the year for improving the quality of grassroots officials.
