In the Rajya Sabha, senior Congress leader Mallikarjun Kharge termed the deployment of Central Industrial Security Force (CISF) personnel inside the House's well as "highly objectionable."

From 2-5 August, the Opposition staged continuous protests over the issue, disrupting the Monsoon Session for several days.

Deputy Chairman Harivansh clarified that the deployment of these personnel was not ordered by the government but was part of the Secretariat's security arrangements. "The Rajya Sabha is not run by the Ministry of Home Affairs or any external agency," he said, adding that the presence of security personnel in the House was nothing new — they were "part of Parliament's own security system" and the move was meant to preserve the dignity of the House.

Union Parliamentary Affairs Minister Kiren Rijiju said the decision was taken by the Chairman to ensure smooth conduct of proceedings, dismissing the Opposition's objections as "misleading statements based on false facts." He noted that after the uproar caused by outsiders entering the Lok Sabha on 13 December 2022, overall security of Parliament had been entrusted to the CISF. From May 2024, its role was expanded to cover internal areas of Parliament as well.
