SC Upholds Dismissal of Case vs Manila Cops

The Supreme Court (SC) has upheld the dismissal of complaints against Manila City police officers linked to the controversial secret jail cell discovered in Tondo in 2017.

In a 15-page ruling, the SC Second Division denied the Commission on Human Rights (CHR) petition for certiorari, which questioned an earlier Office of the Ombudsman ruling that cleared the cops from the offense.

The CHR had accused Supt. Robert Domingo and police officers Dylan Verdan, Jonathan Ubarre and Berly Apolonio for arbitrary detention, grave threats, grave coercion, robbery/extortion, delay in the delivery of detained persons and torture.

The complaint was filed after the CHR visited the Raxabago police station in Tondo to verify the information about a secret detention cell.
