RECALLING his childhood and sharing several anecdotes, Chief Minister Siddaramaiah on Friday emphasised the fundamental importance of the Constitution in governance and public service. "Without a clear understanding of the Constitution, no government can function effectively," he said.

Speaking at the taluk nodal officers training programme held at the Administrative Training Institute (ATI) here, he said: "It is imperative for every government officer to study and understand the Constitution thoroughly. Only then can we resolve the problems faced by the people."

The chief minister reminded the gathering that the Constitution enshrines the principles of rights, freedom, equality, equal opportunities, and brotherhood. He, however, lamented that even after 78 years of independence, the full implementation of these ideals remains a distant goal.
