University fined record £585,000 for failing to uphold freedom of speech

A freedom of speech ruling against the University of Sussex that resulted in a record £585,000 fine has prompted fears that other institutions could face even bigger penalties.
The Office for Students issued the fine yesterday following an inquiry into the university's handling of the case of Kathleen Stock, a professor of philosophy who resigned after being targeted by protesters over her views on gender identification and transgender rights.
In a ruling that prompted a furious reaction from Sussex, which is planning a legal challenge, the OfS found the university had failed to uphold freedom of speech and academic freedom, breaching two conditions of registration. Without mitigating factors the OfS said the fine could have been as high as £3.7m. Its main criticism in the ruling was of Sussex's policy on trans and non-binary equality, which included a requirement to "positively represent trans people".
The regulator warned of "a chilling effect" that could lead staff and students to self-censor.
