Writ of Kalikasan against destroyers of the environment

The Philippine Constitution, mandates in Article II, Section 16 that "the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature." To implement this mandate, our legal system has created a legal remedy called a "Writ of Kalikasan".
The Writ of Kalikasan is an order issued by a competent court, just like the writs of Habeas Corpus, and Amparo. These judicial remedies are designed as protection of the citizens against the abuses and corruption of government officials and the violations by contractors and construction companies.
The Writ of Kalikasan is one of the legal weapons entrusted by law to the citizens in order to stand up against abusers like the corrupt flood-control contractors and their cohorts in DPWH and in both the Senate and the Lower House. What happened in Cebu, specifically in the Mananga River in Talisay, the Butuanon River in Mandaue, as well as Liloan, to my mind may be a proper subject of a petition for the issuance of a Writ of Kalikasan. Corrupt contractors and DPWH officials along with their congressmen and senators should be brought to justice.
