TOP eyes fresh funding to fuel expansion plans

Cebu-based Top Line Business Development Corp. is gearing up for a significant capital-raising push after shareholders approved the reclassification of 800 million unissued common shares into preferred shares—paving the way for fresh funding to accelerate fuel importation, depot expansion, and retail network growth.
At a special stockholders' meeting on December 2, shareholders cleared the board to pursue a range of funding options, including private placements, follow-on offerings, or debt issuance.
The move signals that the Cebu-based fuel distributor is positioning itself for a more aggressive expansion cycle in 2026.
