In Cebu, PAGASA forecasts stormy weather from 5:00 p.m. yesterday until 5:00 a.m. today. Winds will be strong to very strong coming from the north to northwest, and coastal waters will be very rough to high seas.

From 5:00 a.m. to 5:00 p.m. today (Nov. 4), Cebu will continue to experience stormy conditions, with winds shifting to southwest to southeast directions, maintaining very rough sea conditions.

Authorities are advising residents in low-lying and mountainous areas to be alert for possible flooding and landslides, while fisherfolk and small sea vessels are strongly advised not to venture out to sea.

Also, based on the Weather Advisory No. 9 issued by PAGASA at 5pm yesterday, that Cebu, Eastern Samar, Southern Leyte, Leyte, Dinagat Islands, Negros Occidental, Aklan, Iloilo, Guimaras, and Capiz will experience heavy rainfall (100-200 mm) today, November 4.

IN CEBU CITY

Mayor Nestor Archival has ordered the suspension of work in all government offices within Cebu City effective 2:00 p.m. yesterday (Nov. 3), following the City Council's declaration of the city on Red Alert Status in response to the intensifying threat of Typhoon Tino.

The mayor's directive, issued through Executive Order 031, aligns with the latest PAGASA advisories, which warned of heavy to intense rainfall, strong winds, and increased risks of flooding and landslides across Cebu City and surrounding areas.

Mayor Archival emphasized that the suspension of government work is intended to protect employees and allow emergency responders to focus on critical operations. The EO indicates that work is suspended "until further notice."

He also directed all personnel to secure official documents, electronic equipment, and other valuable government property before leaving their offices.

Employees from essential departments—including disaster response, emergency operations, social welfare, health services, rescue, and peace and order are exempted from the suspension and will remain on duty.
