From a public spat rooted in clamped vehicles of elected officials, a councilor in Cebu City further raised a seemingly deeper disconnect between the legislators and Mayor Nestor Archival, calling it a communication gap that leads to "blindness" in decision-making.
The immobilization of councilors' vehicles earlier during one of the Fiesta Señor novena masses exposed what Councilor Winston Pepito describes as a growing divide with the city mayor, which has made them vulnerable to public misunderstanding.
On January 13, 2026, traffic enforcers from the Cebu City Transportation Office (CCTO) clamped the vehicles of Pepito, Councilors Alvin Arcilla, and Harry Eran around the City Hall compound.
The councilors had been issued stickers and were directed by the Office of the Vice Mayor which heads the legislative department to use another area as their temporary parking zone while their original slots were occupied by churchgoers attending the novena masses at the Basilica Minore del Sto. Niño.
A video of Pepito and Arcilla at the site circulated online, drawing sharp reactions from the public and other public officials.
