Pam reconstitutes CPAC

Following setbacks during the 2026 budget deliberations, Governor Pamela Baricuatro has reconstituted the Cebu People's Action Center (CPAC), her flagship public service initiative, through Executive Order (EO) No. 83, placing it directly under the supervision of the Office of the Governor.

The new order, titled “An Order Reconstituting the Cebu People’s Action Center (CPAC), Institutionalizing the 72-Hour Resolution Period Program, and Defining Its Objectives and Functions,” seeks to strengthen the provincial government’s frontline mechanism for addressing public complaints, concerns, and service requests.

EO No. 83 institutionalizes CPAC as the official centralized communication, complaints-handling, feedback, and response mechanism of the Provincial Government of Cebu, including its function as the province’s 8888 Citizens’ Complaint Center.

The move comes amid concerns raised during Sangguniang Panlalawigan (SP) budget deliberations, where a proposed P14-million allocation for CPAC under the 2026 provincial budget was questioned and subsequently removed due to legal and structural issues.
