Cebu Governor Pamela S. Baricuatro has underscored that the true measure of progress lies not in government aid itself, but in families eventually becoming self-reliant and able to provide for themselves with dignity and pride.

Speaking before local officials recently during the Cebu Local Chief Executives (LCEs) Consultation Dialogue for the Pantawid Pamilyang Pilipino Program (4Ps), Baricuatro stated that government assistance should serve as a stepping stone toward skills development, livelihood, and long-term self-sufficiency.
“These programs are most effective when we guide our people to make the most of the help they receive, using it as a stepping stone toward developing skills, livelihoods, and self-reliance. The true measure of progress is when families no longer depend on aid, but can provide for themselves with dignity and pride,” she said.
Baricuatro assured that the Cebu provincial government is committed to sustained collaboration with national agencies, local government units (LGUs), and private partners to ensure that the 4Ps not only provides financial relief but also meaningful opportunities for families to thrive.
The consultation dialogue, organized by the Department of Social Welfare and Development (DSWD) Field Office 7 Central Visayas (DSWD-7), brought together 17 city and municipal mayors, five vice mayors, and 21 other LGU representatives.
