The Cebu provincial government has reconstituted the Provincial Health Board (PHB), which was dormant for six years, a move seen as crucial in safeguarding the province's Special Health Fund.

This came after Governor Pamela Baricuatro signed Executive Order (EO) No. 2 aimed at doubling down on her administration's commitment to strengthening healthcare services in Cebu, especially in rural and underserved communities.

In EO No. 2, Baricuatro underscored that the province "recognizes the critical importance of an inclusive, well-coordinated, and sustainable health system responsive to the needs of its constituents, particularly in rural and underserved communities."

Republic Act 11223, or the Universal Health Care (UHC) Law, mandates the PHB to serve as an advisory body to the Sangguniang Panlalawigan (Provincial Board) in crafting health policies and ensuring that critical funds from the Department of Health (DOH) are maximized.
