During the session, Councilor Harold Go sought clarification on the grounds for the declaration, to which Tumulak responded that it was necessary in order to utilize the quick response funds—30 percent of the funds for the third quarter.

Tumulak assured the council that the Office of the Mayor would only utilize P15 million of the P60 million remaining in the calamity fund, which will primarily be used for desilting and declogging rivers.
According to Tumulak, the Office of the Mayor has already identified the areas that require such intervention, which include Esterdo de Parian, MJ Cuenco, and other rivers across the city.
Tumulak further stated that, according to a recommendation from the Department of Engineering and Public Works (DEPW), the city’s rivers are already heavily silted, thus obstructing water flow.
“So mag desilting gamit ang quick respond fund so that ang katong nahitabo nga heavy flooding di ma subli sa atong dakbayan,” said Tumulak.
